The Chicago Park District, guided by the FOTP (Friends of the Park) has plans already drawn up that clearly show Lake Shore Drive immediately east of us. The extension of Lake Shore Drive (US Highway 41) would be the engine used to finance any landfill whether there's mixed use or not.  Federal transportation dollars are the source for funding of a project of this magnitude.
